Overview

The primary responsibilities of this positions are to exert influence, both internal and external, toward building the reputation and professional stature of the firm with respect to water and wastewater systems planning and design; participate in the development and evaluation of corporate goals with respect to the field of water and wastewater systems engineering; and serve as the firm’s primary authority on water and wastewater systems.

Responsibilities

MANAGEMENT AND TECHNICAL RESPONSIBILITIES:

  • Responsible for work performance and profitability on assigned water resource projects either directly or through a subordinate manager.
  • Provide supervision, coordination, and follow-through for project control and client confidence and satisfaction.
  • Supervise the engineering work of assigned technicians, designers, and subordinate engineers. This includes work assignments, scheduling, and review
  • Provide guidance for the training and development of subordinate staff  

  • Assign tasks, oversee distribution of workload and supervises work performed on assigned projects. Regularly review work load projections and resources and recommend adjustments as necessary to fulfill commitments. Review invoices, cost data, schedules, and budgets with appropriate managers
  • Review and evaluate the initial direction, progress, and final product of water and wastewater system service. Provide technical expertise and guidance to team members regarding problem identification and resolution
  • Regularly check schedule, budget and work performance for tasks to be completed on time, within budget and defined quality standards are met.
  • Monitor and review billing for jobs in progress for completion on a timely basis, and any extra work is documented
  • Attentive of new developments and technologies in the water resources field for recommendations to current technical practices and processes for production
  • Develop alternate methods, techniques, or design concepts, as required, to resolve unique design problems
  • Coordinate and facilitate firm-wide training programs with other Senior Officers
  • Actively participate in professional and technical associations
  • Perform annual performance reviews and make appropriate salary adjustment recommendations
  • Direct preparations for presentations to potential clients
  • Direct relationship building, potential project development, proposal development and contracting between the firm and water and wastewater system clients
  • Coordinate and interface with sub-consultants, other internal Officers and external agencies, as appropriate
  • Coordinate with personnel in other departments, project managers, and client personnel to review design and resolve areas of concern
  • Schedule and lead any appropriate team start-up and progress meetings. Provide regular status reports on project progress to President and CEO via oral and written reports and/or presentations

ORGANIZATIONAL RELATIONSHIP RESPONSIBILITIES:

  • Maintain knowledge of activities of the firm
  • Maintain direct knowledge of performance and activities within the water and wastewater systems sector of the firm
  • Coordinate the activities of water systems production portion of the firm
  • Maintain direct communication with decision-level individuals with water and wastewater system clients and potential clients of the firm
  • Provide support to the President and Chief Executive Officer as appropriate to any facet of the firm's business
  • Maintain an active and positive presence in community and technical organization activities

Qualifications

  • Post-graduate education in water resource (environmental) engineering. Obtained and maintained professional engineer’s license. Registered Professional Engineer (P.E.) in Texas or ability to attain registration within six months.
  • Minimum of twenty (20) years of progressively senior experience, transforming water and wastewater treatment facilities design to management and relationship building with key stakeholders at major public water service entities
  • Established leadership in area(s) of expertise with a high degree of practical and theoretical knowledge, foresight and good judgment in advising and guiding work in the specialty area 
  • Experience in planning/design of water supply, transmission, storage, reuse systems, reclaimed water distribution and wastewater design, treatment, conveyance, and other municipal utility operations 
  • Proven experience in marketing/sales, business development activities, capital improvement projects, and proposal development
  • Demonstrated and quantifiable management and technical skills
  • Demonstrated ability to establish and maintain effective working relationship with peers, support personnel, clients, and community leaders
  • Demonstrated ability to establish consultant relationships with clients for the development of lasting mutually beneficial partnerships
  • Community and technical organization involvement, with progressive heightening in leadership positions, particularly with the American Water Works Association and Water Environment Federation
