Overview

The Vice President of Program Management is a highly motivated self-starter with a passion to accomplish capital projects who is primarily responsible for leading the program management and project controls teams. This includes overseeing and coordinating multiple programs within the Project Management team. In this critical role, this position must deal with complex issues involving managing capital planning, funding, design and engineering, and construction phase efforts. 

 

The Vice President of Program Management will delegate programs to subordinate program management staff, supervise their work, and provide consultation in specialized areas. In addition, this person must have the ability to coordinate among multiple internal and external parties in a fast-paced environment and be able to provide direction that leads to decisions.  It is critical for the candidate to be a strong communicator and to be able to influence others in order to accomplish objectives. The Vice President of Program Management must be pro-active, willing to take initiative, responsive, and sensitive to project, client, and personnel needs. Also, this person must be team oriented, client-focused with a strong work ethic and safety focus. This position is expected to understand and communicate local market conditions, personnel needs and professional trends.  In addition to leading a team of professionals, this position will also be actively involved in professional associations and community organizations as Pape-Dawson continues building partnerships within the community we serve.

Responsibilities

  • Oversee and manage the Program Management team, including monitoring progress on programs and providing input or redirection to enhance achievement of delivery schedules, productivity goals, budgets, and quality.
  • Review team member performance to ensure quality and efficient cost-effective utilization of staff.
  • Monitor and maintain development staffing levels, staffing loading, and staffing assignments to meet project requirements while maintaining goals.
  • Review project scope, budget, and schedule for engineering and construction proposals for compliance with client requirements, best practice, and/or program management policies.
  • Overall responsibility for program management team’s financial, service delivery, quality, client satisfaction performance.
  • Routinely guides discussions in the resolution of high risk or very difficult issues with significant scope, schedule and or financial impact.
  • Simplify complex topics for non-technical audiences and prepare quick pointed summaries for executives and stakeholders.
  • Interacts with senior government or public officials and/or executive level clients on significant project matters.
  • Provide leadership to manage and motivate a multi-disciplinary team.
  • Nurture a client centric environment within the team. 
  • Solve problems by identifying and quickly resolving issues regarding staffing, quality, service delivery, and team financial performance.
  • Work with business development staff, senior managers, leads, project managers and team members to develop business strategies, business development and client management efforts. Identify and develop innovative opportunities for business growth.
  • Prepare RFQ responses, proposals, subconsultant, and client agreements.
  • Develop scope, schedule and budget for program management proposals.
  • Recruit, mentor and develop program management and project controls staff, focusing on professional growth and capabilities.
  • Advance and develop tools and workflows to increase efficiency of designs, specification development, and project execution.
  • Develop and maintain professional relationships with clients, public agency officials and community leaders.
  • Actively participate in professional associations and civic organizations within the community.
  • Perform other duties as assigned.

Qualifications

  • Bachelors’ degree in Civil Engineering, Construction Management, or related field from an accredited institution
  • Registered Professional Engineer, PMP, PgM and/or equivalent
  • 20 years of related professional experience, with at least 15 years in direct program management and 10 years in managing professional staff
  • Demonstrated ability to manage assignments as a Program Manager for projects exceeding $100 million in value, with a preference for those related to municipal infrastructure such as water, wastewater, and transportation.
  • Excellent written, verbal communication, organizational skills
  • Occasional travel to branch offices and program locations will be required.
  • Highly proficient in Microsoft Suite of products

Preferred Qualifications

  • A Master's degree in Civil Engineering, or a related engineering discipline
  • Experience with program management governance and a variety of organizational models
  • Previous work experience navigating local, state, and federal permitting agencies and requirements
  • Experience collaborating with stakeholders, regulators, and communities
