Overview

The Program Manager works within the Program Management team to implement CIP and other infrastructure programs for municipal and private clients.  This position will lead a team through resolving complex issues, managing capital planning, overseeing design and engineering, and managing construction phase efforts.  The Program Manager is responsible for the successful delivery of multiple projects by ensuring they all move together toward meeting the overall program objectives and goals.  This role requires the ability to coordinate multiple engineers, consultants, contractors and other parties in fast-paced environment and be able to act as an extension of client’s staff, providing input and collaborating on decisions.

Responsibilities

  • Develop and implement various plans (program management plans, startup plans, and work plans), business processes, and tools to drive efficiency.
  • Monitor and manage internal and external factors that influence the Program.
  • Review project scope, budget, and schedule for engineering and construction proposals for compliance with client requirements, best practice, and/or program management policies.
  • Coordinate with project controls team and multiple project delivery teams to monitor and control the program/project’s scope, cost, schedule, and quality metrics and recommend adjustments as necessary to meet Program goals.
  • Manage program risk register and enforce Program Risk Management policies and procedures.
  • Manage program support functional groups such as procurement, contract management, permitting, and communications.
  • Monitor status of assigned Program Management team performance and deliverables and develops monthly reports for the client.
  • Oversee contract administration and reporting activities.
  • Assist in securing resources required to deliver services specified in the contract scope with a focus on contract compliance.
  • Coordinate client’s interdisciplinary review of project deliverables.
  • Prepare and provide detailed presentations to the team and client.
  • Enforce Program quality control policy.
  • Organize Program assignments to develop junior staff.
  • Prepare complex technical reports and other deliverables.
  • Perform quality reviews for planning, engineering, administrative and construction tasks.
  • Interact with clients, leaders and assigned staff to confirm work is progressing per schedule and budget.
  • Facilitate project delivery and execution (including managing sub-consultants).
  • Facilitate and lead change management and risk management for large projects or programs.
  • Assist in the resolution of high risk or very difficult issues with significant scope, schedule and or financial impact.
  • Develop scope, schedule and budget for program management proposals.
  • Review team member performance to ensure quality and efficient cost-effective utilization of staff.
  • Provide leadership to manage and motivate a multi-disciplinary team.
  • Solve problems by identifying and quickly resolving issues regarding staffing, quality, service delivery, and team financial performance.
  • Recruit, mentor and develop program management and project controls staff, focusing on professional growth and capabilities.
  • Perform other duties as assigned.

Qualifications

  • Bachelors’ degree in Civil Engineering, Construction Management, or related field
  • Registered Professional Engineer, PMP, PgM and/or equivalent
  • 15 years of related professional experience
  • 5 years of proven experience in a direct program management capacity
  • 5 years of experience in managing professional staff
  • Extensive knowledge and experience with project control methodology, schedule, budget and document management
  • Ability to travel to branch offices and program locations
  • Excellent written and verbal communication skills
  • Highly proficient in Microsoft Suite of products

Preferred Qualifications

  • Master's degree in Civil Engineering, or a related engineering discipline
  • Experience with program management governance and a variety of organizational models
  • Experience with water/wastewater pipeline design, project management, pump station design OR demonstrated professional experience in water resources related engineering fields
  • Previous work experience navigating local, state, and federal permitting agencies and requirements
  • Experience collaborating with stakeholders, regulators, and communities
  • Experience with Primavera P6
